It could be a fair assessment to say the Pelicans are finished, will roll with what they have, and free agency started and finished with Herb's signing? Outside of making a trade, the Pelicans essentially have no money unless they go luxury tax.
This is from the Times-Picayune: The Pelicans have minimal space under the NBA’s luxury tax line after agreeing to a four-year, $54 million deal with forward Herb Jones. They will have to do some maneuvering in the trade market if they want to stay under the luxury tax line and fill out their roster.
