I think Monty's in game decisions sometimes are based on his longterm plans of development, such as not letting younger players in crunch time because he's trying to teach them a thing or two about possibly the pecking order, building confidence and trust in certain players, or knowing things we don't know about players. I've seen Pop do similar things to show confidence in the system he's built based on the long term plan of things rather than to win a regular season game, I could be wrong but it seems like Monty's going for the same thing, he's looking at the bigger picture not just one game when he makes strange decisions that we don't understand but the players do.
