I don't think it has anything to do with him not being healthy, but everything to do with him not having his explosion and athleticism back yet.
We see it in spurts, but it's never there for an entire game.

They should just take the 3 second rule out of the game. It is never called. And if it is it is truly like 5-6 seconds.
