Shamit asked months ago: Frank can sometimes be a microwave scorer, but when his shot isn't falling, what else can he do?
David Griffin responded that he's a hard worker, good teammate, and good on defense. Personally, I think the defense claim is a little overstated (he can be okay 1v1 but he's not very good overall; kind of like Zion, except without Zion's strength, size, or rebounding equity), but otherwise yeah, I agree; hard worker, nice guy.
Which tells you pretty much all you need to know: when Frank's shot isn't falling, he's a nice guy. Which is great, but isn't that valuable in NBA terms.

The issue with Frank is that he's a capable but inconsistent scorer, and that's all. He's too small to be a full time SG without being a dynamite shooter and he isn't; but he's incapable of running an offense so he can't be a lead guard. So when you play him, you're basically committing to dual-small-guards. Which sucks, and Frank can't be the secondary playmaker either, he has to be entirely devoted to scoring.
He can guard other small guards okay but he has no team defense and he's too small to guard up even one position. It's not fun.
People have some odd ax to grind with Frank. Given who he is, and what he is asked to do, it’s hard to be upset with him.
