Once he signs the offer sheet and we match, he can't be traded to the suns.
He can be traded to 28 other teams if he agrees to it. If he hates it here that much, he'll agree to a trade elsewhere. If he likes PHX that much, he won't sign the offer sheet. Pretty simple.
