That's because they have a stupid name that has even less to do with the city of Memphis, the state of Tennessee, the south, or even the United States of America than the Hornets did to New Orleans.
Brooklyn, Memphis, and New Orleans are probably the 3 most proud cities I can think of, so of course they would place their city before their name... versus a city like OKC who is just so proud to have a team they will cheer for anyone, including a home-team that wears a city's name whose population is roughly 1/5th the size of OKC across their chests for a whole season.

There are definitely bears in Tennessee. Last time I went to visit the Smoky Mountains, there was a bear roaming around the cabins.
Don't forget the Thunder. Their logo is pretty much the letters "OKC".
I too think their original scheme was as a placeholder, but then they started winning and management was reluctant to give up the placeholder scheme while it was hot. I think they'll eventually get a real rescheme... but not until they string a couple of losing seasons together.
