If you have bird rights? Because what blew this thing wide open a few (sim) seasons ago was when I rejected Marshall but spent the entire FA sim trying to resign him and go over the cap. But all my offers were void because I could only offer vet min because I lost his bird rights after rejecting him and was over the cap.

It appeared like you were thinking that Bird rights was strictly the ability to go over the cap, when in reality they are the ability to offer more years at a higher percentage.
That is just the way I was understanding your explanation.
This is what threw me off:
Bird right give you ability to go over the cap to sign the player, don't think it effects the max u can give a player, or least it shouldn't.
Yes because when you rejected, you relenquished all rights. 3 year and regular, so it became as if he was never on the team at all.
Lesson here: If you reject a player offer, chances are he will not be coming back. I'm sorry that it happened to you, but it was something that the whole league was able to learn from.
OK we need clarification on these stuff.
This is what I get from the conversation here.
1. If you decline the initial offer(1st deal given by the game) you dont only lose his bird rights, but the game would treat it as if the player was never on your team.

and not thisIf a player is signing with a new team:
1) The contract can be for up to 6 seasons.
2) The player can receive a raise each year of up to 10% of the value of the first year of the contract.
3) The maximum value of the first year of the contract is the smaller of the amount of cap room the team has and the maximum salary the player can receive based up his experience in the league(see table below).
3. His previous team doesnt have ANY advantage over other teams to resign himIf a player is resigning with his previous team and has less than bird years:
1) The contract can be for up to 6 seasons.
2) The player can receive a raise each year of up to 10% of the value of the first year of the contract.
3) The player can receive the larger of the team's salary cap room(up to the maximum salary) and 120% of his previous salary in the first year of the contract.
So basically, you have to be willing to pay what the player wants OR you get lucky and the player doesn't demand something, and you can make your own initial offer before the real free agency.
Next question,
If a player doesn't come to you with a price, and If a current player declines my offer in the first "Internal FA" sim, can I make another bid in the open market sim?

To answer number two I think we have 3 options 1. This whole sim never happens there is no fa period were players offer a contract (not positive) but I don't remember one the first season or two 2. We automatically accept whatever the player offers 3. What we do now but I think commish has to accept the contract then immediately cut the player there is no decline option in the program.
I think the way we do it now is lesser of 3 evils

1. I dont think we can skip the first resigning period. If we can skip it then thats the best way to solve this
2. Automatically accepting the offer is not a good idea, there will always be a Pryzbilla incident where a player asks for way too much
3. Doesnt the contract still count against the cap if you cut players? and it'll be worse than what we are doing now, since you cant even bid on a player you just cut
3 is what we are doing I think maybe commish can void contracts so maybe thats what he is doing but 3 is the current system.
And you are right #1 is not an option I went back and found the season 1 resignings dunno why I thought this was an option but disregard it.
